The Pārengarenga Toopu was established in 1956 as part of the Pārengarenga Toopu Development Scheme to ‘promote the occupation of Māori Freehold Land by Māori and the use of such land by Māori for farming purposes’.


In 1896, 46,144 acres of land in a block called Pārengarenga No. 5 was originally owned by 266 members of Te Aupōuri, and in 1956, 38,149 acres were included in the Pārengarenga Toopu.  


There were 200 acres of land at Whakatereohao called Pārengarenga No. 1 block that was originally owned by 92 members of Ngati Kaha (Pohotiare), and all 200 acres were included in the Pārengarenga Toopu. 


Five small Pakohu blocks at Te Mingi and Ngatekawa totalling 1,1116 acres was also included in the Toopu.
